Letter of Authorization (LOA)
A Letter of Authorization (or LOA) provides you, the customer, a mechanism to authorize us to disclose data with specified third parties. It may also authorize a third party to act on your behalf. Authorizations usually involve billing calculations, EPA benchmarking, correspondence in connection with accounts, investigation of utility bills, rate analysis and changes, etc.

Or, if you already have a signed LOA you can upload it here:
SDG&E is committed to safeguarding the privacy of our customers. Except in limited circumstances in accordance with our Privacy Policy, we do not share customer account or energy usage data with third parties unless the customer authorizes us to do so. LOAs provide SDG&E the type of information you wish to share with a third party and for how long.
Use our Consent to Share program to create a Letter of Authorization (LOA).
For the convenience of our customers, we do allow third parties to initiate LOAs. The customer must still review and consent to the sharing by signing the LOA and selecting the optional terms of the disclosure that indicate what data they would like to share with the third party and for how long.
Registering for Consent to Share provides you with self-service options such as checking the status of your LOA, copying existing forms, making corrections when a form is incorrect, amending an existing LOA, canceling an LOA, and revoking access to data when you no longer want to share. Without registration, inaccurate forms may be invalidated, and a new form will be required (meaning you will need to start the process over again).
Yes, you can check the status of your LOA with the LOA ID.
Any LOA can be revoked by a customer (or, in some cases, by a third party) upon request. You may also use the Consent to Share program to revoke access. Keep in mind that revocation of authorization to disclose your data may result in disenrollment from any programs you were participating in that required the authorization.
There are 2 types of utility LOA forms approved by CPUC.
- CISR: A “general purpose” Letter of Authorization used to share information for a variety of reasons, such as participating in an SDG&E energy or demand response program, working with a solar company or energy service provider, EPA benchmarking, property management companies, etc.
- CISR-DRP: Letter of Authorization used for specifically for sharing information to participate in third party Demand Response Programs. This form must be used to participate in a third party demand response program and cannot be used for any other purpose.
Generally, no. In most circumstances, you may submit a letter of authorization on company letterhead, or in the form of a contract, such as a property management agreement, if it is signed by the Customer and provides clear direction and authorization to SDG&E to disclose customer data to the third party. Consent to Share makes it easy to upload your LOA for processing.. The exception is participation in third party demand response programs, which must use the CISR-DRP form.
Yes, you can include up to 2 account numbers in the CISR form itself and up to 9 account numbers in the CISR-DRP form. If you want to add more account numbers per LOA, you may use the Service Account Number excel.
Use our Consent to Share program to upload the PDF copy of the Letter of Authorization.
